ارایه مدل مدیریت ریسک درآمدی در پروژه‌های مشارکتی آزادراهی ایران

چکیده

مدیریت ریسک درآمدی در قراردادهای مشارکت عمومی-خصوصی از موارد پراهمیت برای تصمیم به مشارکت یا عدم مشارکت بخش خصوصی در کنار موفقیت یا شکست پروژه است. در این مقاله مدل مالی برای انتخاب شیوه تضمین درآمد بخش خصوصی در پروژه­های مشارکت عمومی-خصوصی احداث آزادراه ارائه شده است. درآمد بخش خصوصی در اجرای پروژه­های آزادراهی می‌تواند به چند صورت دریافت عوارض، پرداخت ثابت سالیانه، پرداخت پلکانی و پرداخت با نرخ رشد باشد. با بهره‌مندی از این مدل امکان مقایسه‌ی بین هر یک از روش­ها از نظر پارامترهایی چون بار مالی برای دولت، حداقل و حداکثر پرداختی در کل دوران قرارداد، نیرمندی در مقابل آزمون استرس مالی، تاثیر ترافیک و امکان پیاده‌سازی وجود دارد. مدل ارائه شده، برای دو پروژه اردکان-مهریز و شیراز-بوشهر به­کار برده شده است. نتایج حاکی است که برای پروژه اردکان-مهریز، به­دلیل ترافیک کم امکان استفاده دولت با روش حال حاضر اجرای پروژه­های مشارکتی وجود ندارد. در پروژه شیراز-بوشهر به دلیل داشتن ترافیک مناسب، استفاده از هر یک روش‌ها امکان­پذیر است. در این پروژه با استفاده از روش پرداخت ثابت سالیانه مبلغ     7177 میلیارد ریال باید پرداخت شود. با استفاده از روش پرداختی سالیانه متورم شده با نرخ تورم و نرخ رشد ترافیک، شروع پرداخت 581 میلیارد ریال برآورد می­شود، و مابلاتفاوت پرداخت دولت و درآمد حاصل از پروژه5742 میلیارد ریال خواهد بود. با توجه به بار مالی و امکان اجرا برای پروژه با داشتن ترافیک مناسب، پرداخت پلکانی راه­حلی برای احداث می‌تواند باشد.

Revenue risk is the most important risk in PPP highway. In this paper it is introduce a financial model for choosing concessioner revenue risk guarantee. It includes BOT-Annuity, step BOT-annuity, inflation increase Payment. It is possible with this to comparing budget burn to government, minimum and maximum payment, robustness against financial stress test, impact of traffic, affordability for government and possibility for implication. This is used for two Iranian highways Ardakan-Mehriz, Shiraz-Boshehr. The first project does not have enough yearly traffic volume, so it is hardly to use any of mentioned revenue methods. In contrast, the second one, it is possible to use individual or mix of those methods. For this, in BOT-annuity, it should be paid 7177 Milyard Rial yearly. If it is proposed step payment, it needs to be paid at least 301 Milyard Rial for first five years. At the end it will cost 21402 Milyard Rial for government. The other opportunity is inflation model the total government expenditure will be 5742 milrad Rial and start with 581 Milrad Rial for first year of operation. So, step payment could be the best approach for these kinds of projects.
