ارایه‌ روشی شاخص مبنا برای ارزیابی پایداری اقتصادی حمل‌ونقل

چکیده

امروزه اثرات حمل­ونقل بر اقتصاد به­عنوان یکی از ارکان توسعه پایدار مورد توجه برنامه­ریزان حمل­ونقل قرار گرفته است.حمل­ونقل پایدار رویکردی است که سعی دارد با ملاحظه همزمان ابعاد زیست­محیطی، اجتماعی و اقتصادی، نیازهای جابه­جایی نسل حاضر را بدون به خطر انداختن توانایی نسل­های آینده در برآوردن نیازهایشان پاسخ گوید. در این مقاله بر شناخت اثرات حمل­ونقل بر پایداری اقتصادی در راستای حرکت به سوی حمل­ونقل پایدار تمرکز شده است. بدین منظور، شاخص­هایی در دو زیربخش هزینه­ها و درآمدهای گرداننده سیستم حمل­ونقل و هزینه­ها و درآمدهای استفاده­کننده سیستم حمل­ونقل تعریف و دسته­بندی شده­اند.
با بهره­گیری از روش تحلیل عامل و استفاده از شیوه تحلیل مولفه­های اصلی با استفاده از نرم­افزار
SPSS20،روشی برای ترکیب
و تحلیل این شاخص­ها و شناخت وضعیت پایداری بعد اقتصادی ارائه شده است. به­منظور نشان دادن کارایی روش پیشنهادی، 50 ایالت و منطقه فدرال مرکزی کشور آمریکا به­عنوان مطالعه موردی مورد بررسی و مقایسه قرار گرفته­اند. نتایج این بررسی نشان می­دهد که منطقه فدرال مرکزی (دیستریکت آف کلمبیا)، نبراسکا و کانزاس به ترتیب، پایدارترین ایالت­ها و ایالت­های آلاسکا، مریلند و نیوهمپشایر به­ترتیب ضعیف­ترین پایداری نسبی اقتصادی را در بین ایالت­ها دارند.

Nowadays, transportation planners are more engaged in effects of transportation on economic as a term of sustainable transportation. Sustainable transportation is an approach to organize principle for sustaining finite transportation resources necessary to provide for the needs of future generations considering economic, social and environmental terms. This paper is focused on the economic term of sustainable transportation through transportation cost and revenues for people as well as for the system operator.  An algorithm is offered based on a method to determine provincial economic sustainability index of transportation using factor analysis through SPSS. As an example the algorithm is adopted for analyzing the economic status of sustainable transportation of the U.S. states. Results show that, according to the developed methodology, District of Colombia, Nebraska and Kansas are the most sustainable states while Alaska, Maryland and New Hampshire are the lowest ones regarding the economic term.
