Risk Index Implementation Based on Accessibility Criterion for Improving Reliability of Kurdistan Province Road Network

Abstract

The Occurrence of natural disasters is an unavailable phenomenon that can cause massive destruction. In emergency situations the appropriate functioning of the road network is a matter of considerable importance. The proper behavior of the road network in the disaster area can mitigate the impacts of catastrophe. On the other hand, when the required accessibility can’t be provided by the road network, the reduced reliability will itself lead to even greater devastation.
Due to its geographic location and physical characteristics, Kurdistan province is vulnerable to natural hazards. Therefore the provision of accessibility in emergency situations with the aim of reducing the extent of damage is of top priority in this region.
In the present study, based on a massive amount of data, a risk index for the road network of Kurdistan province was developed. For validation of this index, using a sensitivity analysis, the results were compared with real data reported from previous hazards. Applying the risk index, the routes with a higher risk were identified and with the dual purpose of increasing reliability and reducing the risk factor in the network, the selected routes were financially prioritized.
