The lack of unified strategy in applying intelligent transportation systems, will lead to inconsistent relation between related organizations and consequently decrease efficiency and productivity. Therefore, due to financial, manpower, equipment and time resources constraints, ITS project prioritization is very imperative issue. Generally, organizations pursue their goals and visions for survival in business markets by choosing appropriate projects and executing them effectively. Therefore, project selection in project-based organizations is a vital and dynamic decision. In this study, first, transportation problems have been determined and then a survey exploring the experts opinion was conducted. Also, given the impacts of the predefined goals on ITS service providers and their impact on their realization in the city of Isfahan, ITS service providers have been prioritized using CODAS method. This research denotes a threshold function to recognize the equality of two service providers, their Euclidean distances and Taxicab distance. And then the relative assessment matrix has been constructed.
According to the results of this study, accident management, accident data management and public transport fleet monitoring have the highest priority. This indicates that taking appropriate action to manage safety and crisis management is a vital decision and needs appropriate planning in our country, Iran.
