With increasing urban density and the intensification of challenges related to traffic congestion, pollution, and energy consumption, the development of active and environmentally friendly transportation systems has become one of the necessities of urban planning. In this regard, dockless bike-sharing systems, due to their high flexibility and ability to serve short intra-urban trips, have received attention as one of the innovative solutions in micromobility. However, the absence of physical docking stations in these systems creates an important challenge in identifying suitable areas for fleet deployment, improving operational efficiency, and reducing urban conflicts. The aim of this study is to locate and prioritize suitable areas for launching a dockless bike-sharing system across the 17 municipal districts of Mashhad. For this purpose, Geographic Information Systems and spatial multi-criteria decision-making methods were integrated. The evaluation framework of the study includes three main criteria: potential demand, infrastructure quality, and functional safety level, which were assessed through 13 operational sub-criteria. The criteria were weighted using the Analytic Hierarchy Process based on expert judgments, and the final score of each district was calculated through the Weighted Linear Combination method. The results showed that, in the proposed site-selection model, functional safety level, with a weight of 0.494, is the most important factor affecting the identification of suitable areas. It is followed by infrastructure quality, with a weight of 0.313, and potential demand, with a weight of 0.192. Based on the output of the integrated model, Districts 5, 15, 11, and 1 were identified as the most suitable and promising areas for implementing the first phase of the dockless bike-sharing system in Mashhad.
