توسعه ایمنی‌محور مسئله طراحی شبکه گسسته با در نظر گرفتن شاخص تصادفات

چکیده
مسئله طراحی شبکه به عنوان یک چارچوب تصمیم‌گیری، یک جهت گیری مبتنی بر سیاستگذاری در حوزه حمل و نقل را در بر می‌گیرد. این مسئله پایه مفهومی‌خود را در قلمرو بهینه‌سازی هزینه، با تاکید کلیدی بر هزینه‌های مربوط به زمان سفر می‌یابد. این در حالی است که دامنه هزینه‌ها در مسئله طراحی شبکه فراتر از زمان سفر است. این مطالعه یک کاوش دقیق از هزینه‌های جانبی ناشی از کاستی‌های ایمنی و تصادفات را دنبال می‌کند و مفهوم جدید مسئله طراحی شبکه ایمن را معرفی می‌کند. بررسی این موضوع با استفاده از شبکه سوفالز به عنوان مطالعه موردی در مدل لبلانک انجام شد و راهبرد بهینه بهبود شبکه را روشن کرد. مسئله لبلانک که شامل انتخابی از بین پنج پروژه با محدودیت بودجه است، منجر به سناریوی بهینه 10110 می‌شود که نشان‌دهنده اجرای پروژه‌های اول، سوم و چهارم است. معرفی ایمنی به عنوان یک عامل کلیدی در این مسئله، به ویژه در زمینه مثال لبلانک، نتایج جالبی به همراه دارد. در این سناریو، راه‌حل به 01110 تغییر می‌کند. رویکرد ترکیبی که هزینه‌های زمان سفر و تصادفات را در بر می‌گیرد، همراه با یک تحلیل حساسیت جامع که شدت و وزن حادثه را محاسبه می‌کند، یک تغییر پارادایم در راه‌حل مسئله ایجاد می‌کند.

The network design problem, functioning as a decision-making framework, embodies a policy-based orientation. This problem finds its conceptual footing in the realm of cost optimization, with a key emphasis on the travel time-related expenditures. However, the scope of costs in the network design problem extends beyond travel time. This study undertakes a meticulous exploration of the ancillary costs stemming from safety shortcomings and accidents and introduces the novel concept of the Safe Network Design Problem (SNDP). The investigation of this issue was carried out using the Sioux Falls network as a case study in LeBlanc's model, shedding light on the optimal network improvement strategy. The LeBlanc problem, comprising a selection among five projects within a budget constraint, resulted in the optimal scenario of 10110, indicating the execution of the first, third, and fourth projects. The introduction of safety as a key factor in the problem, particularly in the context of LeBlanc's example, yields intriguing results. In this scenario, the solution shifts to 01110. The combined approach that encompasses travel time costs and accidents, coupled with a comprehensive sensitivity analysis that accounts for accident severity and weighting, engenders a paradigm shift in the solution to the problem.
