چکیده
تأثیرات COVID-19 در بخش حمل و نقل و اقدامات مربوطه در حال بررسی گسترده است. با توجه به عدم قطعیت ها و ناشناخته های مختلف در مورد این ویروس و تأثیرات آن (به ویژه تأثیرات طولانی مدت) ، درک نظرات و پیشنهادات متخصصان بخش حمل و نقل و دیگر بخش های مربوطه از جمله سیاست گذاری بسیار مهم است. با این حال ، تاکنون هیچ مطالعه ای وجود ندارد که این خلا را به شکلی جامع پر کند. این مقاله یک خلاصه اجرایی از یافته هایی است که پرسشنامه آن با بررسی مطالعات موجود و روش دلفی توسط متخصصین طراحی گردید. این متخصصان شامل افرادی در زمینه حمل و نقل، سیاست گذاری و سایر رشته های مربوطه هستند که تعادل خوبی بین مناطق جغرافیایی ، محل کار و مدت زمان کار دارند. این مطالعه در اسفند و فروردین با بدست آوردن 775 پاسخ معتبر و تحلیل آنها با SPSS انجام شده است. همه گیری اخیر در حالی که نقاط ضعف شیوه های حمل و نقل فعلی را برجسته می کند ، به طور قابل توجهی چهره حمل و نقل را تغییر داده است. این بحران فرصتی منحصر به فرد برای طراحی مجدد برنامه های حمل و نقل به روشی پایدار و مقاوم تر فراهم کرد. این مطالعه تأثیر شیوع COVID-19 و اقدامات محدود کننده متعاقب آن را بر عادتهای سفر افراد و ریسک درک شده توسط آنها را بررسی می کند. در پایان این مقاله راهکارهای عملی را در قالب یک چارچوب برای سیاست گذاران بخش دولتی و خصوصی ارائه می دهد ، چرا که آنها در برهه زمانی حساسی گام برمی دارند و مسیر جدیدی را برای افراد و صنعت ترسیم می کنند.

Developing a Policy-Making Framework for the Transportation Industry in the Post-Covid Era

The impacts of COVID-19 on transportation and related measures are being extensively studied. Given the various uncertainties and unknowns about the virus and its effects (especially long-term effects), it is important to understand the views and suggestions of experts in transportation sector and other relevant sectors, including policymaking. However, so far there are no studies that can comprehensively fill this gap. This article is an executive summary of the findings whose questionnaire was designed by experts by reviewing existing studies and Delphi method.
The experts include those in the fields of transportation, policymaking and other related fields which there is a good balance between geographical areas, place of work and duration of work among them. This study was conducted by obtaining 775 valid answers and analyzing them. The recent pandemic has significantly changed the face of transportation while highlighting the weaknesses of current transportation practices. This crisis provided a unique opportunity to redesign transportation programs in a more sustainable and resilient way. This study investigates the impact of the prevalence of COVID-19 and its subsequent restrictive measures on people's travel habits and perceived risk. At the end, this article presents practical solutions in the form of a framework for public and private sector policymakers, as they navigate at a critical time and chart a new path for individuals and industry.
