Nowadays, the need for intercity transmission has become increasingly important to develop industry, exchanges, and travels. So, further attention should be considered to the different phases of road construction projects to avoid high maintenance expenditures. To achieve this goal, destructive factors should be determined in order of priority and their impact rate on the road failure to implement accurate management plans. Some studies have been performed so far; however, just one of the parameters such as asphalt implementation or maintenance, has been generally examined. In this research, all aspects of road construction (in 6 themes) from the study to maintenance phases have been investigated. To do so, the expert's opinions in two cases of employer and contractor are listed. Then, a quantity of 1 to 9 of the failure factors due to the severity of their effect on it, are assigned according to the hierarchical analysis. In this study, all of the detailed items in each case have been prioritized on the some roads of Razavi and South Khorasan provinces. The attitudes of experts in the two areas of employer and contractor were also examined in terms of idea proximity. The results revealed that the studies phase from the employer’s viewpoint and the subbase and base phase from the contractor's viewpoint seem to be more important than others. Also, the resultant from the employer and contractor viewpoint indicates the greater importance of the subbase and base phase compared to other parameters.
